Nesta última terça-feira, 26 de fevereiro, o São Paulo Corporate Towers foi palco de uma discussão sobre as oportunidades de desestatização e arrendamentos no setor portuário. Além da troca de experiências dos membros do GRI Club Infra, os convidados especiais, Diogo Piloni, titular da Secretaria Nacional de Portos e Transportes Aquaviários (SNPTA), integrada ao Ministério da Infraestrutura, e Marcelo de Barros Cunha, secretário de Coordenação de Transportes do Programa de Parcerias de Investimentos (PPI) pontuaram acerca da regulamentação do Decreto de Portos, mostrando-se otimistas, apesar dos desafios envolvidos, com o avanço nos processos de desestatização sob a gestão do novo governo Bolsonaro.

 

Sob moderação da Carla Ferreira (Bradesco BBI), cerca de 50 players atuantes no mercado portuário participaram do debate enriquecedor, tais como Casemiro Tércio, novo presidente da Companhia Docas do Estado de São Paulo (Codesp), Ricardo Catran (Ultracargo), Luis Capella (Porto do Açu), Gustavo Maschietto (Carioca Christiani-Nielsen Engenharia), Alberto Zoffmann (XP Investimentos), Fulvio Carli (Infra Partners), Miguel Noronha (BMPI), Thiago Lima (RB Capital), Silvan Suassuna (Haitong), Danillo Marcondes (GLP Brazil), Mario Bianchini (Queiroz Galvão) e Guilherme Galego (Banco Santander), entre outros.

 

O diálogo deixou claro um alinhamento entre o Ministério de Infraestrutura e o PPI, e a disposição do poder público para lidar com certos temas polêmicos, como a bandeira de retomada da autonomia local das autoridades portuárias, a qualificação de novos projetos para que componham a carteira do PPI, os esforços para sedimentar informações que integrarão um manual de gestão contratual em portos públicos.

 

Cunha, recém-chegado ao PPI, destacou que o programa, criado na gestão Temer, mantém seu posicionamento estratégico e sua função, mas teve suas atribuições ampliadas, com a criação de duas secretarias adicionais: uma voltada a licenciamento ambiental e outra, à obras estratégicas e fomento. Ele também lembrou que cabe ao PPI repensar as prioridades de sua carteira, com foco em planejamento de longo prazo, agora que sua continuidade está definida no novo governo federal.

 

Tércio, por sua vez, falou em primeira mão aos participantes do club meeting sobre seus planos e desafios à frente da Codesp, como a uniformização de uma tabela tarifária comum a todos os portos, a gestão de filas e os acessos viários. Destacou questões como a nomeação de membros da diretoria atendendo a requisitos técnicos e a orientação de sua gestão quanto à concessão de serviços que, hoje, encontram-se sob responsabilidade da autoridade portuária.
