Biography

Jacobo Garcia Villarreal is a Senior Specialist on Integrity and Procurement Policies at the OECD - Mexico. Since May 2015, he has been instrumental in advising and conducting studies on integrity and public procurement for various Mexican institutions, including the Secretaría de la Función Pública and PEMEX. Previously, he served as a Specialist in the Regulatory Policy Division of the OECD in Paris. Mr. Garcia Villarreal holds a Master in Public Management from Carnegie Mellon University and a Master in Public Administration from Harvard University. He has also held key governmental roles in Mexico, including Chief of Staff to the Governor of Coahuila and Advisor to the Federal Secretary of Public Administration. His expertise lies in regulatory reform, good governance, and public integrity. He is also a university lecturer and author of several publications.
