Guto Silva

Guto Silva is the Secretary of Cities for the Government of the State of Paraná, Brazil, leading strategic projects and public policies for urban development across its municipalities. He spearheads major initiatives such as "Asfalto Novo, Vida Nova" for comprehensive paving and "Ilumina Paraná" for modern LED lighting, significantly enhancing infrastructure and quality of life. Prior to this, Silva served as Secretary of Planning (2023-2024) and as Secretary-Chief of the Civil House (2018-2022) for the State of Paraná, playing a key role in governmental coordination and administrative reforms. An accomplished international business consultant and author of academic books on foreign trade and global management, he brings extensive expertise from a career spanning over 78 countries. He holds an Administration degree with a focus on Foreign Trade, a postgraduate degree in HR Management, and an MBA.
