Embora a malha de transporte de cargas brasileira tenha uma forte dependência do modal rodoviário - e o abastecimento das cidades circule sobre rodas - a redução drástica no trânsito de veículos leves e transporte de passageiros tem provocado impactos severos aos operadores do setor.
 
Se por um lado os concessionários seguem aliados ao poder público, dando máximo suporte para mitigar efeitos da pandemia aos usuários que ainda circulam pelas rodovias (em especial caminhoneiros), por outro têm enfrentado dificuldades em respeitar alguns parâmetros mais elevados de serviço. Este último agravado pelas incertezas quanto a uma eventual flexibilidade na fiscalização, que inclusive seria pertinente neste contexto em que uma série de obrigações ficam impedidas de seu cumprimento integral.
