Biography

Adão Linhares Muniz served as Executive Secretary of Energy and Telecommunications for the State Government of Ceará in the Infrastructure Secretariat (Seinfra). With over 30 years in the sector, including roles at Nuclebrás Engenharia and SIEMENS in Germany, he led strategic energy transition projects in Ceará from 2018 to 2024. He established the Energy and Communications Directorate at Seinfra, coordinating statewide access to electricity. As a mechanical engineer with a master's in Energy Planning and an MBA in Energy Management, Linhares founded and was the first president of the Brazilian Wind Energy Association (ABEEOLICA). He played a key role in Brazil's first commercial solar plant and is recognized for his renewable energy expertise, including green hydrogen. Linhares also represented states and the Federal District on the National Energy Policy Council (CNPE).
