Raphael Moura

Raphael Moura serves as Interim General Director at ANP - Agência Nacional do Petróleo, Gás Natural e Biocombustível. A dedicated professional since joining ANP in 2005, he has held numerous strategic and leadership positions, including Superintendent of Operational Safety and Environment, Exploration, and Infrastructure. He previously held the role of Interim Director-General from September to December 2020 and served as a Substitute Director from June to December 2021. Moura earned a Ph.D. in Engineering from the University of Liverpool and an MBA from FGV-RJ. He is notably recognized for developing Brazil's regulatory framework for operational safety in oil and natural gas exploration and production, receiving national and international commendations for his contributions to maritime safety.
