Biography

Luis Alberto Andres is a Sector Leader for Brazil, Infra & Water, and Lead Economist at The World Bank - USA, with over 20 years of experience in infrastructure economics. He coordinates operations, development programs, and analytical studies within the World Bank Group's Transport, Energy, Water, and Digital Development portfolio for Brazil. His expertise spans infrastructure, water, energy sectors, impact evaluations, and regulation. Prior to the World Bank, he served as Chief of Staff for the Secretary of Fiscal and Social Equity in the Government of Argentina. Dr. Andres holds a Master's and Doctorate in Economics from the University of Chicago and has authored numerous publications on development policy and infrastructure.
